Stephen D. Ciotoli

Steve concentrates in civil litigation matters and trial practice with an emphasis on education, municipal, employment and tort law.  He obtained his Bachelor’s degree from Binghamton University in 1981 and his law degree from the University of San Francisco, School of Law in 1984.  Steve practiced law in California for 20 years, where he remains licensed to practice law.  For 12 years he was a senior litigation and trial counsel for Zurich North America Insurance Co. in San Francisco.
 
Steve is originally from the southern tier.  He returned to Central New York and joined the Firm in 2003, and was made a partner.  He is a highly experienced litigator who has litigated hundreds of matters in virtually every forum, including state and federal courts, arbitrations, hearings, appeals to the Commissioner of Education and other administrative agencies, such as the New York State Division of Human Rights, the Equal Employment Opportunity Commission, and the Office of Civil Rights. These cases involved disputes on employment issues, capital projects and construction law, election law, tax certiorari proceedings, school closings and reorganizations, special education proceedings, all matters involving children with disabilities (IDEA and Section 504), student discipline matters, and employee discipline cases, among others.
 
Steve has been a presenter at numerous education law seminars and is a member of the New York State Bar Association.  He is admitted to practice in the United States District Courts for the Northern and Western Districts of New York, as well as the Northern District of California.
